Quick help:
It is the surface sunshine normalized (divided) by the amount of solar radiation which would reach the surface in a dry atmosphere (i.e. in the absence of clouds and water vapor), expressed as a percentage (relative sunshine). This parameter indicates the degree of cloudiness, i.e. where clouds limit the sunlight reaching the surface. So if there is 100% of dense clouds, the relative sunshine will be 0%. With 25% of such clouds, it will be 75%, but with 100% of half dense translucent clouds, it will be about 50%. This parameter can therefore often seem to over-evaluate the subjective sunshine which a pilot feels.

La carte de l'insolation relative (quantité réelle de radiation au sol divisée par la quantité maximale potentielle de radiation en l'absence de nuage, exprimée en %) est le contraire de la quantité de nuage. S'il y a 100% ou 25 %de nébulosité dense il y aura respectivement 0% à 75% d'insolation. S'il y a 100% de nuage à moité translucide il y aura une insolation de 50%. Mon expérience montre que subjectivement l'insolation prévue par RASP semble souvent surévaluée.
